                                                Policy Subcommittee Guidelines

 

Note:  A word to the wise--committees are notorious for getting lost in their own dust. They stumble down the road to uncertain destiny. (From the A Temporary Working Guide to our Service Structure)                             

 

Article I Purpose:

 

The purpose of this committee shall be to promote the unity and growth of Narcotics Anonymous, by providing a forum at which concerned members may discuss all policies and procedures affecting the way in which this region conducts business.

 

Article II Functions

 

1. To compile a coherent package containing all regional policies and procedures.

2. To review all policies and procedures affecting this region and Narcotics Anonymous as a whole.

3. To suggest amendments to regional policies and procedures in order to better expedite business.

4. To provide guidance and assistance to member areas concerning their polices and procedures.

 

Article III, Members

            Section A: Voting members. 

 

1.         Voting members of this committee shall meet the following requirements. 

 (a)       A minimum of two (2) years continuous abstinence.

 (b)       Current or past R.S.C. member, as defined in R.S.C. Guidelines Article V, and / or, current or past A.S.C.  Administrative subcommittee member.

 (c)       Have attended two (2) consecutive regular meetings of this Committee.

 

Voting privileges begin at the second (2nd) consecutive meeting.

 Members will lose their voting privileges, upon absence from two (2) consecutive regular meetings.

 

1.Voting members shall consist of members who have attended a minimum of two (2) years continuous abstinence, and who have attended two (2) consecutive regular meetings of this committee. Voting privileges begin at the second (2nd) meeting.

2. Members will lose their voting privileges, upon absence from two (2) consecutive regular meetings

 

 

 

 

 

 


Section B: Non -voting Members

 

1. Non-voting members of this committee shall be the chairperson and members who have not yet attained voting privileges as defined in Article III, Section A. of these guidelines.

 

Article IV General Procedure:

Section A: Spiritual Guidance

 

1.This committee shall not make any motion or take any action that conflict with the Twelve Traditions of Narcotics Anonymous.

2. This committee shall comply in all its actions with the following documents in succession.

 A. The Twelve Traditions of Narcotics Anonymous.

 B. The Twelve Concepts.

 C. The current publication of these guidelines

 D. W.S.C. Rules of Order.

 

Section B: Meetings

 

1. Regular meetings of this committee shall be held on the same day as the R.S.C. unless otherwise voted by this committee

2. All meetings of this committee shall be open to the fellowship as a whole.

                 

Section C: Voting Policy

 

1. A motion shall be deemed carried with a simple majority note (50%+1) of the voting members in attendance.

2. In the event of a tie the chairperson shall cast the deciding vote.

 

Article V Election of officers

Section A Chairperson

 

1. The chairperson shall be elected by the R.S.C .as a whole and shall be considered an officer of the R.S.C.

 

Section B: Vice-Chairperson and Secretary

 

1. Shall be elected at the committee meeting following the annual R.S.C. elections.

2. Elections shall be carried out in a manner consistent with R.S.C. election procedures as per R.S.C. Guidelines Article VII.                                                                                                     

 


 Section C: Requirements for Officers.

 

1. The suggested clean time requirements are as follows;

a. Chairperson-two (2) years.                                                              

b. Vice-Chair- eighteen (18) months 

c. Secretary eighteen (18) months

2. Policy committee officers should have willingness, and a desire to serve, the time and resources necessary to do the work, previous experience with committee administration and a good working knowledge of the Twelve Steps, Traditions, and Concepts of Narcotics Anonymous.

 

Article VI Duties and Responsibilities of Officers

Section A; Chairperson

1. To preside over all policy committee meetings.

2. To be absolutely fair and impartial as mediator of committee business.

3. To formulate an agenda for each committee meeting

4. To represent the committee at all R.S.C. meetings.

5. To supply reports as needed.

 

 Section B; Vice-chairperson

1. To perform the duties of the chairperson in their absence.

2. To serve as parliamentarian at meetings.

3. To state and restate all motions for the committee.

4. To attend all R.S.C. meetings.

 

Section C; Secretary

1. To draft and distribute minutes of all Committee meetings to members two (2) weeks prior to the next regular meeting.

2. To assume responsibility for documenting all changes in the minuets

3. To maintain a current list of committee members phone numbers and addresses.

4. To compile and maintain a list of voting members of the committee.

 

Article VII Removal of officers

Section A; Dismissal

1.  The chairperson is an officer of the R.S.C. and may be dismissed only by the R.S.C. as a whole as per R.S.C. guidelines (article VIII).

2. Other committee officers are officers of the subcommittee and may be dismissed by the subcommittee as per R.S.C. Guidelines (article VII).

 

Section B; Resignation 

1. An officer may resign at any time.

2. In order to maintain continuity of service and reasonable transition, it is suggested that   the resignation be submitted to the committee in writing at least one (1) regular meeting in advance.

Article VIII; Amendments

1. Any amendment to these guidelines must be submitted to the R.S.C. as a whole.
